Infrared heating in the ceiling - heat rises doesn't it?

Well does it?

Actually heat doesn't rise - hot air rises, and that is how convection heating systems work?

Cold air is heated up by your radiator, rises to the top of the room, slowly cools down drops down to the radiator level, and is warmed up again, and so rises yet again. It's a never ending cycle. Well, until you turn your heating off.

Radiant heaters, of which infrared heating is one type, do not heat the air up directly, it does as a by-product of the system, but heats up the infrastructure of the room first, the walls, the floors and yes the furniture, these all get warm before the air, you will too if you are in the room. These radiate warmth back into the room and it is this that eventually warms up the air.
